Job Summary

Aptive is seeking a Program Manager to support the U.S. Department of Homeland Security (DHS) Science and Technology (S&T) Directorate. In this position, you will have overall management of the contract team, including overseeing 30+ person strategic communications team, overseeing communications planning and tactics, and allocating resources.

This senior-level, full-time position is located on client site in Washington, DC, though there may be opportunities for telework during Covid-19. This is a contingent hire position.

Primary Responsibilities

  • Serve as the Program Manager for the contract and primary client contact for the government customer.
  • Support project staff providing administrative support to on-board/off-board staff as required.
  • Oversee and track contract financials on an ongoing basis.
  • Oversee a team of 30+ staff, including subcontractors.
  • Oversee and manage strategic communications, creative, outreach and digital media deliverables.
  • Identify innovative and creative ways to enhance the delivery of the communications missions.
  • Provide oversight for research, planning and execution of project marketing and communications strategy to meet contract requirements.
  • Duties include developing plans, initiatives, and evaluating a comprehensive communications plan and implementation strategy.
  • Plan, develop, and implement marketing research, audit, and analysis to ascertain perceptions, attitudes, and expectations of audiences.
  • Use market research techniques that include but are not limited to the development and use of appropriate survey instruments, focus groups, and statistical analysis of results to assist in identifying target population.
  • Implement marketing objectives and monitor and evaluate effectiveness of implementation strategies.
  • Employ creative thinking to formulate goals and objectives and integrates them into a cohesive project implementation approach to satisfy customer mission requirements.
  • Plan and execute information and promotional campaigns and disseminate information on projects and special programs, orally and in writing.
  • Assemble, classify, and summarize reported progress results and present verbally, graphically, or in written form indicating current status of program progress deficiencies, outstanding accomplishments, and reasons for deviations from plans.
  • Develop, review and edit briefings, articles and speeches. Strong writing and editing skills are essential.

Minimum Qualifications

  • 10+ years of experience leading multidisciplinary communications and marketing teams for federal clients.
  • Bachelor’s degree in communications, marketing, or a related area of study. Master’s degree preferred.
  • Active DHS Suitability Determination.
  • Experience with organizing and assigning responsibilities to subordinates (including subcontractors).
  • Adept at reviewing the workload of each team member and assigning them to support high-volume programs and projects based on the mission, current speed, volume, and demand of the client.
  • Authorized to work in the U.S.
