Aptive is seeking a dedicated, forward looking Senior Risk Manager to support digital transformation within the Department of Veterans Affairs (VA). This individual will work with the Veterans Health Administration (VHA), Veterans Benefits Administration (VBA), VA Central Office (VACO) or the Office of Information Technology (OIT) to support the administration's mission with activities such as: project, product and product line management; moving from waterfall management processes to Agile and Scaled Agile practices; and from stove-piped development, delivery and operations processes to DevSecOps best practices such as Continuous Integration/Continuous Delivery (CI/CD). We are seeking individuals committed to delivering and improving quality services to Veterans. 

A Senior Risk Manager must have extensive experience in the review of program risk data, create overall view of program risk based on individual discrete risk elements; coordinate with program team to identify new creative and strategic approaches for managing risks.  Must have experience in briefing senior staff on risk status using routine, ad hoc, written and oral reports. Must have experience in risk treatment by selecting and implementing measures to control and mitigate risks including activities to avoid risks, transfer risks and finance risks; and be able to monitor and review processes to ensure risk and compliance arrangements are in place.  They must also have experience in conducting audits of policy and compliance to standards, including liaison with internal and external auditors. Must be proficient in some or all responsibilities:

• Analyze trends in threat and compliance environment, develop and execute plans for mitigation of risk. 
• Communicate progress, findings, and ensure successful resolution of issues. 
• Conduct ongoing risk analysis to support the Risk Management and Governance & Compliance programs, emphasizing privacy, security, business resiliency and compliance frameworks. 
• Use risk metrics and information to understand current and emerging business risks, such as product launches and new regulations and operational processes, to diagnose issues and drive enhanced risk mitigation processes. 
• Review clients' processes and controls against leading practice and industry frameworks, identify gaps in design and execution, and communicate issues and recommendations to engagement leads and client management. 

• Bachelor's Degree in Degree in Electronics Engineering, or A Related Scientific or Technical Discipline is required. 
  (8 years of additional relevant experience may be substituted for education)  
• 10 years related experience required. 
• Knowledge on Application and Cloud Security industry standards, trends, threats, vulnerabilities, and technology frameworks. 

• Strong understanding of risk mitigation, and the design and operation of appropriate controls. 
• Ability to obtain and maintain a public trust clearance. 
• Legal authorization to work in the U.S. 

• Experience supporting large Cabinet-level federal agencies, ideally the Department of Veterans Affairs. 
• Strong customer interaction skills and a demonstrated ability to work with various stakeholders—including government Senior Executives—across multiple tasks.  
• Experience developing and delivering compelling, informative, and well written prose is a requirement, as is the ability to manage the editing and coordination among diverse stakeholders.   
• Experience with ServiceNow or other similar enterprise risk platforms and tooling. 

• Ability to get up to speed quickly on complex issues; desire to work in a fast-paced, rapidly evolving environment. 
• Capable self-starter with a drive to get all types of work done and high attention to detail. 
• Excellent ability to communicate across most mediums and settings. 
• Knowledge of military and Veteran populations.
