Job Summary

Aptive is seeking a Senior Scrum Master to support IT enterprise human capital program strategy and support services within the Office of Personnel Management (OPM).

 

The Scrum Master will support HRS programs in providing effective and efficient HR IT solutions that deliver an outstanding user experience developed through human-centered design (HCD) best practices. In this position, you will be responsible for analyzing business requirements, recommending solutions, and supporting all aspects of feature development. You will provide thought leadership in the design, development, control, and implementation of OPM systems.

 

This position requires Agile Project Management experience and strong customer interaction skills, including the ability to work with various senior-level stakeholders across multiple tasks. The successful candidate will be proactive with demonstrated success managing multiple, concurrent tasks in a fast-paced, high-visibility environment.

This position is a full-time, contingent hire.

Primary Responsibilities

  • Serve in a Scrum Master role by coaching team members on Agile, removing obstacles, and contributing to the software development lifecycle.
  • Lead and facilitate scrum meetings and eliminate blockers (PI Planning, Retrospectives, Daily Stand-ups, Demos, etc.).
  • Solicit and analyze business requirements and recommend solutions using industry best practices.
  • Engage with customers on change requests and support the change request process.
  • Work in Azure DevOps to support program and scrum team backlog management.
  • Create process automation through tools such as Microsoft Power Programs.
  • Contribute to data strategy, analysis, and integration activities.

Minimum Qualifications

  • 8+ years of relevant experience.
  • Master’s degree or certification in Engineering, Computer Science, Systems, Business, or related scientific/technical discipline.
  • SAFe Certified Scrum Master.
  • Certification in Agile and/or Microsoft Azure, Azure DevOps.
  • Experience in leading an Agile development team with automating application deployments, scaling, and management.
  • Proven experience with large-scale software development, data management, and software integration projects.
  • Experience facilitating briefings to senior leadership and the strong ability to capture actions resulting from meetings and requests.
  • Minimum of an active Secret Clearance or Tier 4 Public Trust
  • Ability to obtain a Public Trust clearance.

Desired Qualifications

  • PMP certification.
  • Experience with federal agencies and their tools, processes, and frameworks.
  • Experience with Project and Configuration Management tools (e.g., Jira, Rally Software, GitHub, etc.).
  • Experience with enterprise-wide program planning and execution.
  • Experience managing federal HR/talent acquisition projects.
  • Ability to effectively collaborate across organizational barriers to accomplish high priority and high visibility goals.
  • Experience coaching others on effective Agile development practices and effectively managing teams.
  • Experience implementing software in a cloud environment.
  • Experience managing IT products in a FedRAMP or similar environment.
