Job Summary

This role is responsible for the review, analysis, and conversion of customer needs into effective and sustainable solutions to facilitate VHA compliance with Veteran Appeals Improvement and Modernization Act of 2017 (AMA). The Senior Systems Architect role involves serving as an information architect and liaising with VHA program office stakeholders as well as external stakeholders (BVA, VBA and OI&T) to support the development and implementation of an enterprise-wide IT strategy and architecture; to provide guidance on AMA requirements as new claims and appeals management processing tools are developed, and to ensure system updates to VBMS, Caseflow, Centralized Mail Portal, and other systems address VHA requirements.

 

We are looking for someone who possesses a strong understanding of agile concepts and themes and a willingness to develop an understanding of the complexities of VA’s multiple systems involved in claims and appeals management. Additionally, the successful candidate will have a demonstrated experience working with enterprise systems, and a capability to collaborate with stakeholders at all levels to deliver results. Being well-versed in business modeling, requirements definition and management, as well as excellent written and verbal communication is key. Candidate must be a self-starter and work effectively in teams, be sharp, creative, well written, and articulate when speaking with senior client leadership.

 

The expected compensation at the time of requisition creation, is between 120K-180K.  The position offers with medical, dental and vision coverage.  Additional benefits such as 401K, disability insurance and PTO are provided as well.

Primary Responsibilities

  • Provide recommendations to the Claims and Appeals Modernization Office team as it tracks current system enhancements and new system developments related to claims and appeals management within VA. Responsibilities may include
  • Gather detailed business requirements
  • Contribute to strategic project plans for IT and system improvements
  • Work with stakeholders across the agency to develop, design, and implement solutions that meet customer needs and are compliant with AMA.

Minimum Qualifications

  • 15+ years of relevant experience
  • Experience with developing requirements for claims management, records management and data integrity with a federal agency, preferably VHA, VBA or BVA
  • Qualitative and quantitative analytical skills to assess the effectiveness of operations
  • Ability to effectively use data to present program status and make recommendations on improving business processes
  • Ability to identify points of connection between various systems, including data types and field parameters
  • Ability to identify risks and errors, in the claims process and make quality improvement recommendations
  • Ability to interface, both orally and via written communications with various stakeholders
  • Strong written and communication skills to include developing reports, briefings, and similar artifacts

Desired Qualifications

  • 15+ years of relevant experience with IT systems administration
  • System enhancement experience with any of VA’s claims and appeals management systems, VBMS, Caseflow or CMP
  • Experience with database design
  • Experience extracting metrics from multiple data sources
  • Experience with reviewing OIG/GAO recommendations and drafting appropriate responses
