Job Summary

Aptive is currently seeking a Senior Contracts Manager to join our growing team in Alexandria, VA.  This role has primary responsibility to manage contracts staff and direct all contracts related activities for Aptive including negotiating terms and conditions for both prime contracts and subcontracts, NDAs, TAs and other contractual documents prior to execution This role will mentor and train contracts staffs and provide advice and counsel to Aptive line of business and executive leadership on contracts matters.

 

In this role, you must deal effectively with competing priorities and deadlines and handle multiple tasks. You must possess the ability to work well with others in high-stress high-volume situations, effectively interface with internal functional and program organizations, effectively deal with external customers, and meet the goals/objectives of Aptive lines of business. 

Primary Responsibilities

  • Provides leadership in contract management – provides subject matter expertise, leads the team on existing and new contracts, proposal and contract development, and contract compliance
  • Works with Contracts Manager(s) to ensure templates are developed to ensure consistency and level of standardization for internal contract instruments
  • Work independently to complete cradle-to-grave contracts support for assigned contracts. 
  • Manage diverse set of contracts types spanning Fixed Price, Time and Material to cost type contracts. 
  • Ensure full compliance with contract requirements and continually review contracts for risk or opportunity. 
  • Provide contractual advice support and counsel to management, sales and business operations personnel for all matters related to assigned contracts/proposal. 
  • Serve as the primary point of contact for contracting officers for assigned contracts. 
  • Support proposals as the contracts point of contact. 
  • Review and negotiate Teaming Agreements and Non-Disclosure Agreements. 
  • Review contracts for Organizational Conflicts of Interests (OCI), develop OCI Mitigation Plans as appropriate, and participate in the Corporate OCI Screening process. 
  • Responsible for providing advice, counsel, and mitigation regarding any OCI matters to program personnel and for dis-positioning potential OCI's with the customer. 
  • Ensure the contracts system is up-to-date and support general ad hoc reporting and tasking. 
  • Develop and maintain relationships with government contracting officers and other key stakeholders.
  • Monitor and ensure compliance with contract deliverables and performance metrics.
  • Prepare and submit contract deliverables, reports, and other documentation required by customers.
  • Negotiate and resolve contract disputes and claims.

Minimum Qualifications

  • Requires 8 years with BS/BA or 5 years with MS/MA 
  • 5 years experience with Government contracts. 
  • Some Commercial contract experience 
  • Knowledge/understanding of GSA Schedules. 
  • Knowledge/understanding of FAR and DFAR. 
  • Experience managing a team of contracts professionals.
  • In-depth knowledge of government contracting regulations, policies, and procedures.
  • Strong analytical and problem-solving skills.
  • Excellent written and verbal communication skills.
  • Ability to manage multiple contracts simultaneously.
  • Proficiency in Microsoft Office Suite and contract management software.

Desired Qualifications

  • Knowledge of military and Veteran populations 
  • Experience supporting large, complex federal agencies; ideally VA or DoD 
  • Experience with Unanet 
  • Experience with Jira Service Desk and/or Jira Work Management  
  • Strong critical thinking and analytical skills 
  • Proven ability to organize, prioritize, and work well with others 
  • Ability to communicate thoughts, ideas, and solutions logically both written and orally 
  • Ability to get up to speed quickly on complex issues; desire to work in a fast-paced, rapidly evolving environment 
  • Capable self-starter with a drive to get all types of work done and high attention to detail 
  • Ability to interact and engage with Executive-level stakeholders
