Job Summary

The Facility Planning, Management and Environment of Care Safety SME is a critical role responsible for providing expertise in infrastructure and capital management within healthcare environments. The SME will ensure the safety, modernization, and effective management of healthcare infrastructure, focusing on maintaining compliance, mitigating hazards, and fostering a safe environment for patients and staff. The role requires extensive experience in safety and capital asset programs within large government or integrated healthcare systems, particularly the Department of Veterans Affairs (VA).

 

Location:  4136 Carolina Commerce Parkway, Ladson, SC 29456

 

Shifts: 6:00 AM - 2:30 PM Monday through Friday; and 3:00PM - 11:30 PM Monday through Friday

 

Primary Responsibilities

  • The contractor shall designate an Environment of Care (EOC)/Safety SME to provide expertise in infrastructure and capital management relevant to maintaining and modernizing the existing infrastructure. This includes market-based facility planning, and build vs buy analyses. Tasks may include assessing VA facility engineering and safety programs, conducting root cause analysis on a myriad of topics, and providing expert consultation into capital asset, EOC, and Safety related policy and other issues. The EOC/Safety SME will have proven experience in VA, large government or a large integrated healthcare system leading safety and capital asset programs and with a deep understanding of capital asset infrastructure, facility condition assessments, assessing safety risks and adequacy of the environment of care.
  • Develops hazard abatement and surveillance procedures, and ability to correct hazards identified.
  • Preparation of all policies, reports, safety, occupational health and fire prevention-related correspondence
  • Conducts workplace safety inspections throughout the facility and storage areas.
  • Ensures compliance with all safety, occupational health and fire prevention requirements by Contractors while on VA grounds
  • Ability to instruct both large and small groups of people to conduct training, and to design educational programs to refine training and enhance employee awareness.
  • Shows understanding, friendliness, courtesy, tact, empathy, cooperation, concern, and politeness to others; relates well to different people from varied backgrounds and different situations.
  • Knowledge of hazardous materials and waste and their uses, interactions, dangers, production, handling, storage, and disposal.
  • Knowledge of emergency management methods, such as first aid, rescue techniques, and threat assessments.
  • Knowledge of the physical, engineering, and experimental equipment and operational characteristics of facilities, and safety and equipment development designed to support aerospace activities.
  • Holds self and others accountable for measurable high-quality, timely, and cost-effective results. Determines objectives, sets priorities, and delegates work. Accepts responsibility for mistakes.
  • Complies with established control systems and rules.
  • Knowledge of guidelines, regulations, and procedures associated with an accident investigation including preservation of accident scene, root cause analysis, and evidence detection and handling.

Minimum Qualifications

  • Master’s Degree
  • 20 years of experience
  • Must read, understand, speak, and write English fluently under the authority of U.S.C. 7402(d) and 7407(d)
