The Jira Subject Matter Expert (SME) will be responsible for creating and managing a program-level Jira and Confluence instance for the Client Portfolio Management Office “CPMO” program. The SME will establish standards to use the Jira and Confluence tools in CPMO, extracting executive-level progress and impact reporting, aligning current use to approve standards of practice. After the initial Jira stand-up activities, the SME will serve as a promoter for adoption of standards and be accountable for ensuring adherence to approved standards and management processes.

• Develop updated requirements for program-level Jira instance to capture and consolidate requirements, work items, development tasks, user stories, risks, and actions across CPMO
• Document executive reporting requirements and develop Jira dashboards to address executive leadership needs
• Create an associated Confluence instance linked to Jira for the purposes of knowledge management, document storage, and other documentation needs
• Collaborate with CPMO, stakeholders, and clients to manage the collection and input of development and sustainment tasks into Jira and Confluence
• Lead organizational design efforts for CPMO to adopt Jira governance standards set at the program level, focusing on human centered design (HCD)
• Perform routine Jira audits to ensure proper utilization and standardization of Jira use across CPMO
• Identify and implement best practices for Jira management that are unique to Veterans Health Administration “VHA” and the client operating environment
• Develop and deliver training materials and training sessions to educate stakeholders on Jira tools.
• Facilitate executive-level virtual meetings; prepare meeting agenda, capture take aways and track outcomes and action items

• Significant experience setting up Jira projects, reporting/dashboarding, columns, and setting up filters
• Project management experience optimizing business and project level process flows
• Experience running and managing teams with expert level Kanban board experience
• Experience working as a contractor or an employee of VA/VHA, medical facility, or health organization including familiarity with implementing and / or managing an Electronic Health Record (EHR) platform
• Above average Confluence understanding and management skills
• Excellent verbal and written communication skills, including the ability to communicate with brevity and clarity
• Experience working in a consulting environment and understanding of client/customer relations
• Advanced knowledge in available emerging technologies and their application relative to user/customer needs
• Analysis and application of knowledge to investigate and solution emerging technologies and their application
• 10 years experience & Jira certification Confluence certification
