Job Summary

Aptive Resources is seeking an experienced Senior Health Informatics Analyst to support the Veterans Health Administration (VHA) Digital Health Office, Office of Health Informatics (OHI), Health Information Governance (HIG). This position will contribute directly to the Data Quality Program (DQP) by providing subject matter expertise across clinical data quality, identity management, and analytics within the context of large-scale EHR modernization and data governance efforts.

 

The successful candidate will lead and support initiatives focused on the configuration and analysis of probabilistic matching algorithms, development and refinement of healthcare data quality metrics, and interpretation of data to support business and technical documentation, healthcare quality improvement, and software development efforts across VHA enterprise programs.

Primary Responsibilities

  • Clinical and Identity Data Quality Analytics: Conduct advanced analytics on clinical and identity data using tools such as SQL, Power BI, TOAD, SSMS, SSIS, and IBM MDM Inspector to identify anomalies, assess data quality, and recommend configuration or process changes.
  • Requirements Development and Business Rule Validation: Create, review, and validate healthcare data requirements, business rules, and use cases in support of initiatives such as EHRM, Joint Health Information Exchange (JHIE), and data standardization efforts.
  • Support to Identity Management: Perform analysis on the VA Master Person Index (VA MPI) and associated EHR systems to provide guidance on algorithm tuning, duplicate detection, and error identification. Act as liaison with VA OIT and algorithm vendors to support accurate configuration and implementation.
  • Document and Workflow Review: Lead the development and evaluation of BRDs, NSRs, iRSDs, iSDDs, and other technical documentation, ensuring alignment with VHA Enterprise Data Quality Requirements, VA Data Governance Council standards, and authoritative data sources.
  • Clinical Data Subject Matter Expertise: Provide clinical interpretation of data elements and quality metrics for initiatives such as electronic clinical quality measures (eQMs), accreditation readiness, and patient safety analytics.
  • Data Governance and Stewardship: Serve as a representative in data governance bodies (e.g., VHA Data Stewardship Sub Council, FEHRM DQ Committee), contributing to the development of data stewardship policies, authoritative source determinations, and clinical data flow definitions.

Minimum Qualifications

  • Clinical experience and education with at least one of the following: MSN, PhD in Nursing, DNP, DNS, or licensure as Nurse Practitioner (NP) or Physician Assistant (PA)
  • Minimum of 10 years of experience in healthcare analytics and proficiency with electronic health records (EHR) including clinical data quality, data governance and stewardship, data quality analytics, data management program analysis, data analysis, or informatics
  • Experience in IT programming and expertise in developer and programming tools such as SQL Server Management Studio (SSMS), TOAD, Power BI, Excel, MS Access, IBM MDM Inspector, SSIS
  • Experience with large-scale healthcare identity management systems and processes
  • Proficient in creating clinical workflow mapping and familiarity with BPMN+ notation.
  • Strong qualitative and quantitative analytical skills, with the ability to derive actionable insights from complex datasets.
  • Excellent communication skills, with the ability to effectively convey program status, provide recommendations, present and mitigate risks to stakeholders at all levels.
  • Must be able to obtain and maintain a Public Trust clearance

Desired Qualifications

 

  • Informatics Certification (NI-BC, CPHIMS)
  • Oracle Health (Cerner) experience
  • Direct experience working within the Department of Veterans Affairs, Veterans Health Administration.
