Job Summary

The Senior Budget Analyst will provide expert-level budget formulation, execution, and analysis support to the VHA Office of Finance (OF) as part of the Veterans Health Administration’s efforts to modernize financial systems and enhance fiscal stewardship. This position requires deep knowledge of budget-related laws, regulations, policies, precedents, and methodologies, as well as proven experience supporting PPBE/MFR in large-scale government operations. The analyst will play a critical role in supporting VHA’s multi-year programming studies, financial analyses, and preparation of budget artifacts for the Congressional Budget Justification, as well as advising leadership on budget strategy and performance outcomes.

Primary Responsibilities

  • Apply comprehensive knowledge of Federal budgeting policies, procedures, and best practices to support VHA’s PPBE and MFR activities.
  • Conduct multi-year programming studies, budget analyses, and cost-benefit evaluations to inform VHA financial decision-making.
  • Develop, manage, and maintain spreadsheets, dashboards, and budget artifacts to support budget formulation and presentation, including preparation of materials for the Congressional Budget Justification.
  • Provide financial analysis, workload, and cost analysis for VHA healthcare programs, ensuring alignment with strategic goals and compliance with applicable laws and regulations.
  • Prepare draft briefs, talking points, and recommendations for VA and VHA senior leadership on organizational budgets and resource allocation.
  • Support internal and external reporting requirements by compiling and analyzing data from VA legacy systems (FMS, IFCAP) and new financial systems (iFAMS).
  • Develop and present budget execution reports, variance analyses, and forecasting models to identify trends and recommend corrective actions.
  • Collaborate with VHA leadership, VISN CFOs, and other stakeholders to review, assess, and approve VISN budget plans and monitor execution performance.
  • Assist in developing and maintaining budget policy documentation, SOPs, and process improvement initiatives.
  • Support change management activities related to financial system modernization, including the implementation of iFAMS, to ensure budget processes and reporting adapt to new capabilities.

Minimum Qualifications

  • Bachelor’s degree in Finance, Accounting, Economics, Business Administration, or related field.
  • Minimum six (6) years of relevant experience in Federal or healthcare financial management, including budgeting, planning, forecasting, and resource allocation.
  • Proven experience implementing and managing PPBE or MFR processes in a large integrated government organization.
  • Experience with healthcare budgeting and financial management, preferably in the Veterans Health Administration or similar healthcare systems.
  • Proficiency in advanced Excel and other data analysis tools; familiarity with SQL, Power BI, or similar business intelligence tools preferred.
  • Strong understanding of Federal budget formulation and execution processes, including OMB Circulars (A-11, A-123, A-136), GAO standards, and other relevant regulations.
  • Ability to synthesize complex financial information into actionable recommendations for senior leadership.
  • Exceptional written and verbal communication skills, with experience preparing senior-level briefings and reports.

Desired Qualifications

  • Master’s degree in Finance, Public Administration, Healthcare Administration, or related field.
  • Experience with VA financial systems, including FMS, IFCAP, and iFAMS.
  • Knowledge of Veterans Equitable Resource Allocation (VERA) and Managerial Cost Accounting processes.
  • Experience with change management and process improvement in Federal financial operations.
