Job Summary

The Senior Financial Management Lead will serve as the primary leader of a team of analysts responsible for integrating business, cost estimating, and financial management processes to ensure the efficient stewardship of public funds. This role demands expertise in strategic financial planning, budget execution, compliance assessment, and financial systems integration. The position will work closely with Federal stakeholders to develop executable budgets, evaluate compliance with government and accounting standards, and ensure timely delivery of high-quality financial products, reports, and recommendations.

Primary Responsibilities

  • Lead and coordinate a team of financial, budget, and cost analysts to ensure collaborative, systematic integration of financial management processes.
  • Formulate long-range strategic financial plans that align with organizational objectives and statutory requirements.
  • Prepare and review cost estimates, linking financing requirements to executable budgets.
  • Assess products, reports, and procedures for compliance with Federal accounting standards, government regulations, internal controls, and multi-tiered system application requirements.
  • Identify and address interrelationships between financial management requirements and automated solutions, including current systems and potential integration of additional platforms.
  • Provide expert guidance on financial data integration, system migration, and modernization efforts.
  • Monitor project progress to ensure completion within client-specified timeframes and contract requirements.
  • Prepare and deliver milestone status reports, executive briefings, and formal presentations to senior leadership.
  • Serve as a primary liaison with stakeholders to resolve issues, ensure alignment with requirements, and maintain a high level of client satisfaction.
  • Mentor and develop junior and mid-level analysts to enhance team capability and performance.

Minimum Qualifications

  • Bachelor’s degree in Finance, Accounting, Economics, Business Administration, Public Administration, or related discipline.
  • Minimum eight (8) years of experience in Federal or large-scale organizational financial management, budget formulation, and cost estimating.
  • Proven leadership experience managing multi-disciplinary financial teams and delivering projects on schedule.
  • Expertise in Federal budget formulation, execution, and reporting processes, including OMB and GAO standards.
  • Strong understanding of Generally Accepted Accounting Principles (GAAP), internal controls, and audit readiness practices.
  • Demonstrated ability to assess and implement integrated financial management systems and automated solutions.
  • Exceptional analytical, problem-solving, and decision-making skills.
  • Excellent written and verbal communication skills, with experience preparing high-level reports and presentations for executive audiences.

Desired Qualifications

  • Master’s degree in Finance, Public Administration, or related field.
  • Experience with VA financial systems or other Federal financial management systems (e.g., iFAMS, FMS, G-Invoicing).
  • Project Management Professional (PMP) certification or DAWIA Business–Financial Management Level III certification.
  • Experience in change management and business process reengineering for financial operations.
