Job Summary

The Change Implementation SME provides expert-level guidance and leadership to the VHA in executing organizational change initiatives that impact operations, stakeholders, and the Veteran community. This role is responsible for developing and executing stakeholder analyses, conducting impact assessments, contributing to change management strategies, and advising on risks associated with transformation efforts. The SME will partner closely with VHA leadership to ensure change activities are strategically planned, effectively communicated, and successfully implemented with minimal disruption to mission objectives.

Primary Responsibilities

  • Lead and support the planning and execution of organizational change initiatives within the VHA.
  • Develop and conduct stakeholder analyses to identify impacted groups, assess readiness, and determine engagement strategies.
  • Perform impact analyses to evaluate the operational, organizational, and community effects of proposed changes.
  • Support the creation and execution of comprehensive change implementation plans that align with VHA’s mission and transformation goals.
  • Provide expert input on risk identification, mitigation strategies, and monitoring related to organizational change activities.
  • Collaborate with leadership to ensure changes are communicated effectively to internal stakeholders and the Veteran community.
  • Partner with training, communications, and project management teams to integrate change management activities into program delivery.
  • Monitor change adoption and effectiveness, recommending adjustments to ensure successful outcomes.
  • Provide subject matter expertise in change management best practices, tools, and methodologies.

Minimum Qualifications

  • Master’s degree in Organizational Development, Business Administration, Public Administration, Healthcare Administration, or related field.
  • Minimum ten (10) years of experience in organizational change management, including large-scale transformation initiatives.
  • Demonstrated expertise conducting stakeholder and impact analyses, and implementing change management strategies in complex organizations.
  • Strong understanding of risk assessment and mitigation in the context of organizational change.
  • Exceptional communication, facilitation, and interpersonal skills.
  • Proven ability to engage with senior leadership and influence decision-making in high-stakes environments.

Desired Qualifications

  • PROSCI® Change Management Certification or equivalent.
  • Experience supporting change initiatives in Federal healthcare organizations, preferably within the Veterans Health Administration.
  • Familiarity with integrating change management strategies into large program and project management frameworks.
