Job Summary

The Program Manager will serve as the lead for organizing, directing, and managing all aspects of contract operational support functions for the program, overseeing multiple complex and interrelated project tasks within the Veterans Health Administration (VHA) Office of Healthcare Technology Management (HTM). The Program Manager will be responsible for managing teams of contractor personnel to deliver technical and soft skills training to the VHA HTM community, ensuring alignment with VHA’s mission to provide safe, innovative, and reliable medical technology for Veterans. The role requires close collaboration with Government officials and customer leadership to ensure timely completion of tasks and training, preventing delays or work stoppages.

Primary Responsibilities

  • Organize, direct, and manage all contract operational support functions, including the development and delivery of training programs for VHA HTM staff.
  • Establish and maintain technical and financial reports to track project progress and communicate milestones, needs, and outcomes to management and customers.
  • Organize and assign responsibilities to contractor personnel, ensuring successful completion of all assigned tasks and training activities.
  • Collaborate with Government officials, representatives, and customer leadership to ensure alignment with program goals and prevent delays in task execution.
  • Oversee the development and delivery of relevant technical and soft skills training for the VHA HTM community, utilizing in-house staff, commercial-off-the-shelf (COTS), Government-off-the-shelf (GOTS), or tailored solutions.
  • Facilitate the planning, initiation, management, execution, and closeout of programs supporting VHA’s Integrated Health Care System.
  • Provide strategic direction and proactive solutions to support VHA’s mission of delivering exemplary, patient- and employee-centric services.
  • Conduct regular program reviews to ensure alignment with VHA HTM goals and objectives.
  • Develop and deliver training materials and sessions to educate HTM staff on relevant skills and technologies.
  • Identify and mitigate risks, issues, dependencies, and constraints in collaboration with project stakeholders.
  • Maintain knowledge of applicable VA rules, regulations, and operational requirements.
  • Facilitate executive-level virtual meetings, prepare meeting agendas, capture meeting minutes, and track outcomes and action items.

Minimum Qualifications

  • Master’s degree in Business Administration, Healthcare, or a related discipline.
  • Current Program Management Professional (PgMP) or Project Management Professional (PMP) certification, or equivalent.
  • Minimum of 10 years of experience in healthcare industry
  • At least 6 years of experience supporting a large corporation or Government agency.
  • Minimum of 3 years of experience managing a major (multi-workstream) program for a Government agency or large-scale private organization.
  • At least 3 years of experience supporting or facilitating HTM-related training within the past 5 years (if leading training tasks) or 2 years of project management experience in a Government agency.
  • Demonstrated experience planning, initiating, managing, executing, and closing out programs in support of an Integrated Health Care System.
  • Experience assisting the VA in achieving targeted program goals.
  • Hands-on experience managing complex, multi-workstream programs in a healthcare or Government environment.
  • Project management expertise in optimizing processes and ensuring successful program execution.
  • Strong organizational and leadership skills to manage contractor teams and oversee task completion.
  • Excellent verbal and written communication skills, with the ability to communicate with brevity and clarity to diverse stakeholders.
  • Experience working as a contractor or employee for a federal agency, preferably the Department of Veterans Affairs (VA).
  • Advanced knowledge of healthcare technologies and their application in support of VHA’s HTM mission.
  • Ability to analyze and apply knowledge to investigate and implement solutions for emerging technologies.
  • Experience developing and delivering training programs, preferably in HTM-related disciplines such as medical equipment maintenance, cybersecurity, or networking protocols.

 

Required Technical/Business Tools Experience

  • Microsoft Office Suite, SharePoint, and project management tools (e.g., Microsoft Project, Smartsheet, Jira).

Desired Qualifications

  • Experience working as a contractor or employee for the Department of Veterans Affairs (VA).
  • Knowledge of end-to-end healthcare technology systems, particularly in medical equipment maintenance, cybersecurity, or networking protocols.
  • Ability to work under pressure, coordinate multiple assignments, and meet deadlines while maintaining a positive attitude and providing exemplary customer service.
  • High attention to detail and strong problem-solving and analytical skills.
  • Experience leading organizational change management efforts to promote adoption of standardized processes.
