Job Summary

The Subject Matter Expert (SME) will provide advanced specialized expertise to support the Veterans Health Administration (VHA) Office of Healthcare Technology Management (HTM) in delivering technical and soft skills training to the VHA HTM community. The SME will leverage extensive knowledge in designated fields such as Information Technology, Networking Protocols, Medical Equipment Maintenance and Repair, Cybersecurity, DICOM, PowerShell, and Microsoft Products to provide enterprise-wide advisory and technical support. The role involves contributing to the research, design, development, testing, modeling, simulation, and training for high-technology projects to ensure safe, innovative, and reliable medical technology for Veterans.

Primary Responsibilities

  • Provide expert insight and advice on the strategic direction and outcomes of training and technical initiatives for the VHA HTM Program Office.
  • Contribute to the evaluation, analysis, and development of recommended solutions for complex technical and operational challenges.
  • Apply specialized principles and methods to develop and deliver tailored training programs for VHA HTM staff, utilizing in-house staff, commercial-off-the-shelf (COTS), Government-off-the-shelf (GOTS), or customized solutions.
  • Plan, direct, and implement initiatives to support the development and maintenance of HTM-related training programs.
  • Provide enterprise-wide advisory assistance in the planning, troubleshooting, integration, research, design, development, testing, modeling, simulation, and training for complex HTM work requirements.
  • Resolve complex problems requiring in-depth knowledge of subject matter areas such as Information Technology, Networking Protocols, Medical Equipment Maintenance and Repair, Cybersecurity, DICOM, PowerShell, and Microsoft Products.
  • Collaborate with VHA stakeholders, Government officials, and contractor teams to ensure alignment with program goals and the VHA’s mission to deliver exemplary healthcare services.
  • Develop and deliver training materials and sessions to educate VHA HTM staff on advanced technical and soft skills.
  • Conduct research on emerging technologies and special topics to support HTM training and operational needs.
  • Identify and mitigate risks, issues, dependencies, and constraints in collaboration with project stakeholders.
  • Maintain knowledge of applicable VA rules, regulations, and operational requirements.
  • Facilitate executive-level virtual meetings, prepare meeting agendas, capture meeting minutes, and track outcomes and action items.

Minimum Qualifications

  • Master’s degree in a relevant subject area, such as Information Technology, Engineering, Healthcare, or a related technical discipline.
  • Minimum of 10 years of experience in HTM related course content (15 years preferred).
  • Demonstrated experience performing tasks requiring recognized subject matter expertise in HTM-related disciplines.
  • Proven experience planning, directing, and implementing initiatives and solving complex problems.
  • Experience supporting research, design, testing, modeling, simulation, and training for high-technology projects.
  • Extensive expertise demonstrated in one or more of the following areas: Information Technology, Networking Protocols, Medical Equipment Maintenance and Repair, Cybersecurity, DICOM, PowerShell, or Microsoft Products.
  • Strong analytical and problem-solving skills to address complex technical and operational challenges.
  • Excellent verbal and written communication skills, with the ability to communicate with brevity and clarity to diverse stakeholders
  • Required Technical/Business Tools Experience: Microsoft Office Suite, SharePoint, and relevant technical tools (e.g., PowerShell, DICOM viewers, or network management software).

Desired Qualifications

  • Experience working as a contractor or employee for a federal agency, preferably the Department of Veterans Affairs (VA).
  • Relevant certifications in areas such as Information Technology, Cybersecurity, or Project Management (e.g., CISSP, ITIL, CompTIA, or equivalent) are preferred.
  • Deep knowledge of end-to-end healthcare technology systems, particularly in medical equipment maintenance, cybersecurity, or networking protocols.
  • Ability to work under pressure, coordinate multiple assignments, and meet deadlines while maintaining a positive attitude and providing exemplary customer service.
  • High attention to detail and strong problem-solving and analytical skills.
  • Experience leading training initiatives or organizational change management efforts to promote adoption of standardized processes.
