Job Summary

The Program Manager will serve as Key Personnel and provide overall leadership, direction, and oversight for the Veterans Health Administration (VHA) CCPI Innovation and Value-Based Care Pilot Program under Sections 105 and 107 of the Dole Act. The Program Manager will be responsible for planning, implementing, administering, monitoring, and evaluating pilot programs, while ensuring timely and high-quality deliverables to the VA. This role requires proven experience in managing complex healthcare programs in an integrated health system, with a strong emphasis on value-based care, stakeholder engagement, and strategic program execution.

Primary Responsibilities

  • Serve as primary liaison with the VA Contracting Officer (CO), Contracting Officer’s Representative (COR), and Program Manager (PM).
  • Lead development and execution of the Project Management Plan (PMP), including schedule, milestones, and risk management.
  • Oversee implementation of pilot programs under Sections 105 and 107, including onboarding, communications, monitoring, and evaluation.
  • Deliver required reports (Monthly/Twice Monthly Progress Reports, Data Analyses, and Monthly Status Reports) with actionable insights and risk mitigation recommendations.
  • Manage data integration and analysis activities, ensuring dashboards and metrics inform decision-making.
  • Guide strategic communications, including Congressional and executive-level correspondence, stakeholder engagement, and internal/external messaging.
  • Facilitate all required meetings, including agendas, briefings, and minutes, ensuring decisions are documented and communicated.
  • Direct value-based care analysis and recommendations, including incentive design, organizational maturity assessments, and pilot roadmaps.
  • Ensure contract deliverables meet timeliness, accuracy, and quality standards outlined in the PWS.

Minimum Qualifications

  • Education: Master’s degree required.
  • Experience: Minimum of 10 years in healthcare program management, including planning, initiating, managing, executing, and closing programs in support of integrated healthcare systems.
  • At least 6 years of experience supporting large corporations or government agencies.
  • Prior experience with the Veterans Health Administration (VHA) strongly preferred.
  • Demonstrated expertise in value-based care implementation, program evaluation, and strategic communications.
  • Strong leadership, stakeholder management, and risk management skills.
  • Excellent written and verbal communication skills, with experience briefing senior executives and government officials.
