Job Summary

Aptive seeks a highly knowledgeable and experienced Subject Matter Expert (SME) in operational process improvement, change management and strategic planning to support the FDA’s Office of the Commissioner Services for Organizational Assessment, Alignment, and Operational Management Support for the One-FDA Initiative. This role is integral to the strategic implementation of FDA’s shared services model, including FOIA modernization, acquisition reform, process improvement, and continuity planning to improve efficiency, transparency, and mission readiness.

 

Primary Responsibilities

The SME will provide operational and regulatory guidance in support contract tasks and will work cross-functionally with FDA stakeholders, Aptive subcontractors, and team member to ensure operational continuity and compliance.

Minimum Qualifications

  • 10+ years of relevant project management experience, preferably in a federal health-related programs (preferably FDA)
  • Bachelor’s degree in Public Health, Public Policy, Business Administration, IT or other related field.
  • Familiarity with FDA data standards and regulatory requirements
  • Experience supporting large, complex projects for federal agencies; FDA preferred

 

Desired Qualifications

  • Proven ability to lead large, cross-functional teams while maintaining excellent written and verbal communication with internal and external stakeholders.
  • Strategic thinker with a drive to execute a wide variety of tasks and deliverables with a high attention to detail.
  • Experience leading organizational change management initiatives.
  • Experience engaging and building relationships with stakeholders to foster collaboration and trust in times of change.
  • Experience managing end-to-end project lifecycles, including planning, resource coordination, scheduling and risk mitigation.
  • Experience addressing change control, risk mitigation, quality management, staffing plans, and reporting.
  • Must meet U.S. residency requirement (3 of last 5 years) and be eligible for Public Trust clearance.
