Job Summary

Aptive seeks an Analyst to provide organizational assessment and change management services in support of the Food and Drug Administration (FDA)’s One-FDA initiative. The Analyst will play a key role in helping design and implement a modernized shared services model that improves efficiency, effectiveness, and user experience across the organization. This position is ideal for candidates who enjoy analyzing processes, supporting transformation initiatives, and working with cross-functional teams to drive meaningful organizational improvements.

Primary Responsibilities

  • Support the evaluation of current business operations, processes, and service delivery models.
  • Conduct research, benchmarking, and data analysis to identify opportunities for efficiency and improvement.
  • Document findings and develop reports, process maps, and presentations for agency leadership.
  • Assist in the development of strategic plans, governance frameworks, and implementation roadmaps for organizational transformation.
  • Contribute to stakeholder engagement activities, including interviews, workshops, and communications.
  • Support efforts to redesign and implement shared services across functional areas such as HR, finance, IT, and acquisitions.
  • Identify gaps, risks, and pain points within current operations and recommend mitigation strategies.
  • Contribute to the design of streamlined processes and end-state delivery models that improve service quality and user experience.
  • Track progress and outcomes to ensure organizational changes deliver measurable value.
  • Work closely with agency staff, project managers, and senior analysts to coordinate activities and deliverables.
  • Prepare high-quality written products, including reports, briefing materials, and status updates for leadership.
  • Support quality assurance by ensuring all products meet professional standards and client expectations.

Minimum Qualifications

  • 5+ years of relevant experience supporting organizational change, program management, or process improvement initiatives.
  • Bachelor’s degree in public administration, organizational development, business, or a related field.
  • Strong analytical and problem-solving skills, with the ability to translate data into actionable insights.
  • Excellent written verbal communication skills, including the ability to prepare clear and concise reports and presentations.
  • Ability to work independently and collaboratively in a fast-paced, dynamic environment.
  • Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint) and SharePoint.
  • Must meet U.S. residency requirement (3 of last 5 years) and be eligible for Public Trust clearance.

Desired Qualifications

  • Experience supporting federal agencies, particularly in organizational change management or shared services.
  • Familiarity with process improvement methodologies (e.g., Lean Six Sigma).
  • Knowledge of organizational governance, strategic planning, or performance measurement.
  • Experience facilitating workshops, focus groups, or stakeholder engagement sessions.
