Job Summary

Aptive seeks a Training and Development Specialist to support Food and Drug Administration (FDA)’s One-FDA initiative. This role will focus on developing and delivering training programs that enable employees to adopt new processes, tools, and service delivery models as the agency transitions to a modernized shared services framework. The Training and Development Specialist will design engaging learning experiences, facilitate training sessions, and collaborate with subject matter experts to ensure the workforce has the skills and knowledge necessary to succeed in a changing environment. This role is ideal for professionals with experience in instructional design, adult learning, and workforce development in complex organizational settings.  

Primary Responsibilities

  • Develop training programs, curricula, and materials to support organizational change and adoption of shared services.
  • Create user-friendly job aids, guides, and e-learning modules tailored to diverse audiences.
  • Incorporate adult learning principles, accessibility standards, and blended learning approaches.
  • Deliver training sessions, workshops, and webinars to staff across the organization.
  • Facilitate interactive learning experiences that encourage participation, knowledge retention, and practical application.
  • Collect feedback from participants to continuously improve training content delivery.
  • Partner with change management and communications teams to integrate training into broader organizational transformation initiatives.
  • Assess workforce training needs and develop tailored solutions to close knowledge gaps.
  • Support leaders and managers in reinforcing training outcomes and encourage adoption of new practices.
  • Establish metrics to evaluation training effectiveness and impact on organizational performance.
  • Analyze feedback and performance data to refine training programs.
  • Recommend improvements to increase efficiency, effectiveness, and engagement in learning.

Minimum Qualifications

  • 5+ years of relevant experience supporting organizational change, program management, or process improvement initiatives.
  • Bachelor’s degree in education, instructional design, organizational development, or a related field.
  • Demonstrated ability to design and deliver training in support of organizational change initiatives.
  • Strong facilitation, communication, and presentation skills.
  • Proficiency with learning management systems (LMS) and e-learning tools as well as Microsoft Office Suite (Word, Excel, PowerPoint) and SharePoint.
  • Must meet U.S. residency requirement (3 of last 5 years) and be eligible for Public Trust

Desired Qualifications

  • Experience supporting training and workforce development in federal agencies or large organizations.
  • Familiarity with change management methodologies (e.g., Prosci, ADKAR).
  • Experience creating accessible training materials compliant with Section 508.
  • Certification in institutional design, training, or change management (e.g. ATD, Prosci).
