Job Summary

Aptive seeks an experienced Senior Functional Analyst to provide program management, operational continuity, information assurance, and quality oversight in support of the Food and Drug Administration (FDA)’s One-FDA initiative. This role is ideal for professionals with a strong foundation in federal program delivery, coordination of complex projects, development of operational strategies, and quality assurance and compliance. The Senior Functional Analyst will work closely with project leadership and across the matrixed delivery team to dive performance, strengthen organizational resilience, and safeguard information systems.  

Primary Responsibilities

  • Support the coordination of project planning and execution, ensuring milestones and deliverables are achieved on time and within scope.
  • Prepare and manage work plans, risk assessments, and progress reports for agency stakeholders.
  • Provide recommendations to address challenges, streamline workflows, and improve operational efficiency.
  • Develop and refine continuity of operations strategies to ensure uninterrupted mission delivery during transitions or emergencies.
  • Conduct risk analyses, identify critical functions, and propose mitigation strategies to strengthen organizational resilience.
  • Support training, testing, and exercises to validate COOP readiness.
  • Implement and monitor practices that ensure confidentiality, integrity, and availability of agency information.
  • Partner with IT and security teams to assess risks, improve system protections, and document security controls.
  • Lead quality assurance reviews across projects and deliverables, ensuring accuracy, compliance, and adherence to agency and industry standards.
  • Recommend process improvements and apply best practices to enhance program outcomes.
  • Facilitate continuous improvement initiatives to strengthen performance and accountability.

Minimum Qualifications

  • 5+ years of relevant experience supporting projects, programs, or federal initiatives.
  • Bachelor’s degree in public administration, business, information systems, or a related field.
  • Demonstrated experience managing projects or workstreams in a federal or large-scale organizational environment, FDA preferred.
  • Strong understanding of continuity planning, information assurance and/or quality management principles.
  • Excellent problem-solving, communication, and stakeholder engagement skills.
  • Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint) and SharePoint.
  • Must meet U.S. residency requirement (3 of last 5 years) and be eligible for Public Trust clearance.

Desired Qualifications

  • Experience leading cross-functional teams or contributing to large scale transformation initiatives.
  • Direct experience supporting federal health agencies or science-focused regulatory agencies.
