Job Summary

Aptive seeks a Functional Analyst to provide organizational assessment and change management services in support of the Food and Drug Administration (FDA)’s One-FDA initiative. This role will focus on assessing current operations, designing a modernized shared services model, and guiding the implementation of improvements across mission-support functions such as HR, finance, IT, and acquisitions. The Functional Analyst will serve as a key contributor in shaping strategy, coordinating with stakeholders, and ensuring successful execution of transformation initiatives. This position is ideal for candidates with demonstrated experience in organizational change, process improvement, and stakeholder engagement.

Primary Responsibilities

  • Lead aspects of data collection, research, and benchmarking to evaluate the current state of operations and service delivery.
  • Analyze business processes, organizational structures, and performance metrics to identify opportunities for improvement.
  • Develop clear reports, dashboards, and recommendations for leadership based on findings.
  • Contribute to the development of strategic frameworks and governance models to support shared services adoption.
  • Develop business cases, ROI analyses, and implementation roadmaps to guide decision-making.
  • Provide recommendations to leadership on aligning organizational strategy with agency goals.
  • Support the detailed design of future-state service delivery models across multiple functions.
  • Coordinate stakeholder workshops to identify pain points, gather input, and build consensus around change initiatives.
  • Monitor progress, track outcomes, and recommend adjustments to ensure transformation goals are met.
  • Serve as a point of contact for stakeholders, providing timely updates, briefings, and issue resolution.
  • Prepare high-quality reports, presentations, and communication materials for leadership.
  • Ensure all deliverables meet established quality standards and agency requirements.

Minimum Qualifications

  • 5+ years of relevant experience supporting organizational change, program management, or process improvement initiatives.
  • Bachelor’s degree in public administration, organizational development, business, or a related field.
  • Proven ability to manage workstreams or lead components of larger projects.
  • Strong analytical and problem-solving skills with experience translating complex data into actionable insights.
  • Excellent communication skills, with demonstrated experience briefing senior leaders and facilitating stakeholder discussions.
  • Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint) and SharePoint.
  • Must meet U.S. residency requirement (3 of last 5 years) and be eligible for Public Trust clearance.

Desired Qualifications

  • Experience supporting federal agencies, particularly in organizational change management or shared services, FDA preferred.
  • Familiarity with process improvement and change management methodologies (e.g., Lean Six Sigma and Prosci).
  • Knowledge of governance models, shared services, or federal performance management frameworks.
  • Demonstrated success driving adoption of new systems, processes, or organizational structures.
