Job Summary

The Project Manager plays a critical role in driving successful delivery of modernization initiatives under the Veteran and Family Member Programs (VFMP) within the Veterans Health Administration (VHA) Office of Integrated Veteran Care (IVC). The Project Manager plans, executes, and manages projects that enhance healthcare benefit delivery for Veterans, beneficiaries, and providers. This includes overseeing all phases of the project lifecycle, managing scope, schedule, budget, risks, and communications to ensure on-time, high-quality delivery aligned with VFMP’s modernization strategy.

This role collaborates closely with Program and Portfolio leadership, business analysts, technical teams, and external partners to ensure integration across modernization workstreams and adherence to performance, compliance, and quality standards.

Primary Responsibilities

  • Plan, execute, and manage all phases of assigned VFMP modernization projects from initiation through deployment.
  • Develop project charters, work breakdown structures (WBS), schedules, budgets, and risk management plans.
  • Lead cross-functional project teams, ensuring effective coordination, communication, and stakeholder engagement.
  • Monitor and report on project progress, risks, issues, and performance metrics.
  • Ensure deliverables meet quality, compliance, and operational requirements.
  • Facilitate Agile ceremonies, sprint reviews, or stage gate reviews as appropriate for the project methodology.
  • Support integration with other projects within the modernization portfolio and manage interdependencies.
  • Contribute to organizational change management (OCM), training, and communication efforts supporting new technology or process adoption.
  • Prepare executive-level briefings, status reports, and project documentation for leadership and oversight bodies.

Minimum Qualifications

  • Bachelor’s Degree in business, project management, or a related field.
  • PMP certification (or equivalent).
  • Minimum 4 years of experience managing large-scale projects within federal or healthcare environments.
  • Experience managing full project lifecycle — initiation, planning, execution, and closeout.
  • Experience developing project charters, WBS, schedules, budgets, and risk management plans.
  • Experience managing stakeholder communication and cross-functional coordination.
  • At least 4 years of federal healthcare experience within the past year.
  • Strong analytical, leadership, and risk management skills.
  • Public Trust eligibility (or higher) and ability to obtain/maintain required government clearances.

Desired Qualifications

  • Experience with Veterans Health Administration (VHA), Veterans Benefits Administration (VBA), or other Department of Veterans Affairs initiatives.
  • Familiarity with health benefit administration systems, EDI processes, and data integration platforms.
  • Demonstrated ability to manage competing priorities across diverse stakeholder groups.
  • Experience with Agile project management tools such as Jira, Azure DevOps, or MS Project.
  • Excellent written and verbal communication skills with proven ability to brief executives and facilitate collaboration.
