Job Summary

The Project Manager is responsible for planning, executing, and delivering key projects within the VFMP modernization portfolio on time, within budget, and to scope. This role oversees all aspects of assigned projects — including scope definition, resource management, stakeholder communication, risk mitigation, and performance reporting — to ensure alignment with the broader modernization strategy. The Project Manager works closely with the Portfolio Manager, business analysts, engineers, and external partners to deliver capabilities that enhance healthcare benefit delivery for Veterans, beneficiaries, and providers.

Primary Responsibilities

  • Plan, execute, and manage all phases of assigned VFMP modernization projects from initiation through deployment.
  • Develop project charters, work breakdown structures, schedules, budgets, and risk management plans.
  • Lead cross-functional project teams, ensuring effective coordination and communication across stakeholders.
  • Monitor and report on project progress, risks, issues, and performance metrics.
  • Ensure deliverables meet quality, compliance, and operational requirements.
  • Facilitate Agile ceremonies or stage gate reviews as appropriate for project methodology.
  • Support integration with other projects in the modernization portfolio and coordinate dependencies.

Minimum Qualifications

  • Master’s degree  in project management, business administration, or a related field.
  • 10+ years of experience managing large-scale technology or modernization projects.
  • PMP or equivalent project management certification.
  • Proven experience managing scope, schedule, and budget for multi-stakeholder projects.
  • Strong leadership, communication, and risk management skills.

Desired Qualifications

  • PgMP, SAFe, or Agile certification (CSM, PMI-ACP).
  • Experience delivering projects within the Department of Veterans Affairs or other federal healthcare programs.
  • Familiarity with health benefit administration systems, data integration platforms, and EDI processes.
  • Demonstrated success leading change management and stakeholder engagement efforts.
