Job Summary

The Portfolio Manager for the Veteran and Family Member Programs (VFMP) Modernization initiative serves as the strategic leader and integrator responsible for overseeing a complex portfolio of modernization projects that will transform the delivery of healthcare benefits to Veterans, beneficiaries, and providers worldwide. Working under the Veterans Health Administration (VHA) Office of Integrated Veteran Care (IVC), the Portfolio Manager ensures the successful execution of VFMP’s multi-year modernization vision — including system integration, process automation, digital service delivery, and communication capabilities — to support over one million beneficiaries and more than six million service-connected Veterans.

 

This role is accountable for portfolio-level strategy, governance, and performance, ensuring that all modernization efforts are synchronized, dependencies are identified and managed, and initiatives are prioritized and delivered on time, within budget, and to scope. The Portfolio Manager acts as the central point of coordination between VFMP leadership, project managers, stakeholders, and external partners, driving alignment across technology, operations, policy, and change management to enable end-to-end modernization and improved user experiences.

Primary Responsibilities

  • Lead and manage the entire VFMP modernization portfolio, providing strategic oversight of all projects to ensure alignment with organizational goals, legislative mandates, and modernization objectives.
  • Oversee the scope, schedule, budget, and integration of all initiatives under the modernization program, proactively managing risks, interdependencies, and resource allocations.
  • Serve as the primary liaison between VFMP leadership, internal teams, contractors, and external partners, ensuring effective communication, collaboration, and decision-making across all workstreams.
  • Direct a team of project managers, business analysts, schedulers, and other functional specialists, ensuring cohesive execution and successful delivery of all modernization components.
  • Coordinate and integrate modernization activities across multiple domains, including system interoperability, automated workflows, provider directory development, external portal design, and mass communication solutions.
  • Oversee development and maintenance of the Integrated Master Schedule (IMS) and modernization business roadmap, tracking progress, milestones, risks, and performance metrics.
  • Lead organizational change management (OCM) activities to ensure adoption of new technologies and processes, including execution of change management plans, stakeholder engagement, and tracking of adoption metrics.
  • Guide the creation and dissemination of knowledge management products such as Standard Operating Procedures (SOPs), desk guides, and training materials that reflect modernization changes.
  • Collaborate with communications teams to design and implement stakeholder engagement strategies, including external-facing education campaigns for domestic and international audiences.
  • Support strategic decision-making by providing regular portfolio performance reports, executive briefings, and data-driven recommendations to VFMP leadership.

Minimum Qualifications

  • Master’s Degree in business administration, project management, public administration, health informatics, or a related field (or equivalent experience).
  • 10+ years of experience managing complex, multi-project portfolios within large organizations, preferably in federal government, healthcare, or public sector environments.
  • Demonstrated success overseeing multi-million-dollar modernization or transformation initiatives with diverse stakeholders and cross-functional teams.
  • Proven expertise in project portfolio management, including governance, prioritization, risk management, and financial oversight.
  • Strong experience leading teams and managing dependencies across multiple concurrent projects with aggressive timelines.
  • Exceptional communication, leadership, and stakeholder engagement skills, with the ability to brief senior executives and manage competing priorities.
  • Proficiency with project and portfolio management tools (e.g., MS Project, Jira, Azure DevOps) and familiarity with Agile and traditional project management methodologies.

Desired Qualifications

  • PMP®, PgMP®, or PfMP® certification (or equivalent portfolio/program management credential).
  • Experience working with the Department of Veterans Affairs (VA) or other federal healthcare programs.
  • Familiarity with VFMP programs, health benefit administration, claims processing systems, and data integration platforms.
  • Experience managing large-scale organizational change management (OCM) efforts and leading communication or training initiatives tied to technology adoption.
  • Knowledge of federal acquisition processes, program governance, and stakeholder engagement best practices.
