Job Summary

The Program Manager for the Veteran and Family Member Programs (VFMP) Modernization initiative serves as the accountable leader for planning, executing, and controlling a multi‑year modernization program within the Veterans Health Administration (VHA) Office of Integrated Veteran Care (IVC). The Program Manager orchestrates interdependent projects—spanning system integration, business process automation, digital service delivery, data and analytics, and stakeholder communications—to improve access, equity, and outcomes for Veterans, beneficiaries, providers, and partners worldwide.

This role drives scope, schedule, budget, benefits realization, and risk posture across all workstreams; aligns delivery to policy and legislative mandates; and ensures that program outcomes measurably improve user experience for over one million beneficiaries and more than six million service‑connected Veterans. The Program Manager is the single point of accountability to VFMP leadership, integrating technology, operations, acquisition, and change management to deliver end‑to‑end modernization.

Primary Responsibilities

  • Own the program charter and roadmap. Establish the program vision, outcomes, success metrics, and governance; maintain the modernization business roadmap and Integrated Master Plan/Integrated Master Schedule (IMP/IMS).
  • Plan and control delivery. Manage program scope, schedule, and budget; sequence interdependent projects; oversee baselines; and run disciplined risk/issue/change control, including dependency and critical‑path management.
  • Lead a cross‑functional delivery team. Direct project managers, business analysts, product owners, architects, data and integration leads, test/QA, schedulers, and OCM/communications specialists.
  • Integrate technology workstreams. Coordinate interoperability, data migration, automated workflows, provider directory/services, external portals, contact center and mass communications, and identity/access enablement.
  • Performance management & reporting. Stand up KPI/OKR frameworks; track earned value and financials; produce executive dashboards, briefings, and data‑driven recommendations for VFMP leadership.
  • Quality management. Establish definition of done, acceptance criteria, and quality gates; oversee test strategy, UAT, and defect triage to ensure compliance, reliability, and accessibility (e.g., Section 508).
  • Organizational Change Management (OCM). Lead stakeholder analysis, change impact assessments, readiness plans, training strategies, and adoption measurement; drive end‑user enablement.
  • Acquisition and vendor management. Support acquisition planning, solicitations, evaluation, and contract oversight; align contractor performance to program outcomes and SLAs.
  • Compliance, privacy, and security. Coordinate with governance and security teams on FISMA/FedRAMP inheritance, ATO packages, privacy and data‑sharing agreements, and records management.
  • Communications & engagement. Partner with communications teams on internal and external campaigns, provider/partner outreach, and international audience considerations.
  • Knowledge management. Ensure creation and maintenance of SOPs, desk guides, job aids, and training materials reflecting modernization changes.
  • Benefits realization. Define and track benefits, value streams, and user‑experience improvements; transition solutions to operations with sustainment plans and SLAs.
  • Methodology stewardship. Blend Agile, SAFe, and traditional PMBOK practices appropriately; coach teams on ceremonies, backlog health, and incremental value delivery.

Minimum Qualifications

  • Master’s Degree in business administration, project management, healthcare management, or related field.
  • PMP certification (or equivalent).
  • Minimum 10 years of experience managing healthcare programs or federal modernization initiatives.
  • Minimum 6 years supporting a large corporation or government agency.
  • Experience leading multi-project portfolios and modernization initiatives.
  • Experience overseeing scope, schedule, budget, and integration across complex programs.
  • Experience managing cross-functional teams and multiple contractors.
  • Ability to develop and present executive-level briefings and performance reports.
  • Preferred: PgMP or PfMP certification.
  • Preferred: Experience with Veterans Health Administration (VHA) or federal healthcare modernization programs.
  • Public Trust eligibility (or higher) and ability to obtain/maintain required government clearances.

Desired Qualifications

  • SAFe, CSM/PSM, or Prosci certification (or equivalent OCM credential).
  • Experience working with Department of Veterans Affairs (VA), VHA/IVC, or other federal health programs.
  • Familiarity with VFMP programs, health benefits administration, claims/adjudication, data integration, interoperability standards (e.g., HL7/FHIR), and identity/access management.
  • Hands‑on experience standing up OCM, training, and communications for technology adoption at scale.
  • Knowledge of federal acquisition (FAR/VAAR), program governance, and stakeholder engagement best practices.
  • Understanding of privacy, security, and records requirements (e.g., HIPAA, 21st Century Cures, PRA, FISMA) and accessibility (Section 508).
