Job Summary

.Aptive seeks an experienced Subject Matter Expert (SME) in finance to support the senior level officials at the Department of Veterans Affairs (VA). The SME provides senior-level advisory support to senior VA leaders, delivering expertise in federal financial management, organizational design, and governance to support enterprise transformation. This role serves as a trusted advisor to program leadership, guiding the development and implementation of a standardized, integrated VHA Finance organization aligned under CFO authority. The SME leads financial assessments, advises on consolidation and optimization opportunities, and ensures alignment with federal financial regulations, internal controls, and Department of Veterans Affairs policies.

Primary Responsibilities

The SME is responsible for providing strategic insight and technical guidance across key finance transformation activities, including workforce and manpower modeling coordination, governance framework development, and implementation planning. This includes evaluating financial structures, validating internal control models, and ensuring compliance with Generally Accepted Accounting Principles (GAAP) and federal financial management standards. The role supports development of executive-level briefings, decision support materials, and recommendations to inform leadership actions, while also advising on integration of financial systems and processes across VHA components.

 

In this role, the SME collaborates with program managers, financial analysts, and cross-functional stakeholders to ensure successful execution of finance-related initiatives and sustained operational effectiveness. Responsibilities include identifying risks and compliance gaps, supporting readiness reviews, and providing expert guidance on financial policy, audit readiness, and performance improvement.

Minimum Qualifications

  • Master’s Degree and 10 years of experience in accounting and finance
  • In-depth knowledge of PPBE/MFR
  • Ability to obtain and maintain a public trust clearance
  • Legal authorization to work the in the U.S.

Desired Qualifications

  • Prior experience supporting VHA or VA enterprise initiatives
  • Familiarity with VA policies, systems, and governance structures
  • Experience with large-scale healthcare or government financial operations, along with demonstrated experience advising senior leadership in complex transformation environments
