Job Summary

Aptive Resources is seeking a Project Manager to support ITDG Operations within the Department of Veterans Affairs (VA) Office of Research and Development (ORD). This role supports the execution, coordination, and portfolio management of high-impact operational initiatives across the ITDG Operations portfolio, including efforts related to research technology operations, data governance, enterprise reporting, and coordination of research support services across the VA research enterprise.

The Project Manager will serve as a primary resource for establishing structure, coordination, and execution oversight across interdependent operational and technical workstreams. This role is responsible for supporting disciplined project execution, stakeholder coordination, leadership reporting, and operational visibility across enterprise-facing initiatives supporting research systems, operational governance, and data-related workflows. The position will help reduce execution risk, improve coordination across teams, and provide consistent tracking and reporting to support leadership decision-making.

The ideal candidate will have experience managing complex operational or technical initiatives in federal, healthcare, research, or enterprise IT environments and be comfortable working across both technical and non-technical stakeholder groups.

This is a full-time (40 hours/week), 100% remote position.
It is currently funded through September 29, 2026 under the current contract period of performance, with potential for extension into the next option year based on contract continuation and program needs.

Primary Responsibilities

  • Coordinate and support project and program management activities across the ITDG Operations portfolio.
  • Develop and maintain project plans, schedules, timelines, milestones, action trackers, and portfolio status reporting across multiple concurrent workstreams.
  • Coordinate across operational, technical, and leadership stakeholders supporting research systems, data governance, reporting, and enterprise operational initiatives.
  • Track deliverables, dependencies, risks, issues, and action items to support timely execution of operational and technical initiatives.
  • Prepare executive-level reports, dashboards, presentations, briefings, and status updates to support leadership visibility and decision-making.
  • Facilitate recurring meetings, document decisions and follow-up actions, and ensure coordination and accountability across stakeholders.
  • Support operational oversight and reporting activities related to enterprise research technology operations and governance initiatives.
  • Support implementation and improvement of operational processes, workflow coordination mechanisms, and reporting structures across the ITDG Operations portfolio.
  • Translate complex technical and operational information into clear summaries and communications for executive and non-technical audiences.
  • Support use and optimization of project management and operational tools including Microsoft Office 365, ServiceNow, Power BI, MS Project, SharePoint, and related platforms.
  • Identify operational gaps, execution risks, and opportunities for process improvement across interdependent workstreams.

Minimum Qualifications

  • Bachelor’s degree in business administration, public administration, information systems, healthcare administration, project management, or a related field.
  • 4+ years of experience supporting project management, program management, or operational coordination activities in a complex organization.
  • Experience managing multiple concurrent, cross-functional initiatives and stakeholder groups.
  • Demonstrated experience developing and maintaining project plans, schedules, trackers, dashboards, and executive reporting materials.
  • Experience supporting operational or technical initiatives involving enterprise systems, reporting, governance, or data-related workflows.
  • Strong organizational skills with the ability to manage competing priorities and deadlines.
  • Experience synthesizing technical and operational information for executive leadership audiences.
  • Proficiency with Microsoft Office 365 tools including Excel, PowerPoint, Teams, and SharePoint.
  • Experience using ServiceNow, Power BI, MS Project, or similar project and operational management platforms.
  • Strong written and verbal communication skills.
  • Ability to work independently in a remote environment while managing multiple priorities.
  • Ability to obtain and maintain a public trust clearance.
  • Legal authorization to work in the United States.

Desired Qualifications

  • PMP or equivalent project management certification.
  • Experience supporting VA, federal healthcare, research, or enterprise IT environments.
  • Experience supporting research technology, data governance, analytics, or enterprise operations initiatives.
  • Familiarity with operational governance processes, enterprise reporting workflows, or research support environments.
  • Experience supporting operational reporting, executive dashboards, or portfolio management activities.
  • Familiarity with organizational change management or process improvement initiatives.
  • Experience working in fast-paced, matrixed environments with evolving priorities.
  • Ability to communicate effectively with both technical and non-technical stakeholders.
