Health IT Business Analyst II – Program Advisory (Office of the Unit Chief)

 

 

Aptive is seeking a Health IT Business Analyst to provide senior-level analysis and advisory support to the Office of the Unit Chief within the ICE Health Service Corps (IHSC) Health Information Technology Unit (HITU). This role evaluates and supports Health IT initiatives, IT modernization operations, and contractor performance to inform strategic decision-making across HITU.

 

The Business Analyst analyzes programs, projects, and contract activities affecting the unit; translates stakeholder issues into technical recommendations; and supports leadership briefings, executive summaries, and data-driven decision support. This is a designated Key Personnel position under the contract.

 

The ideal candidate can distill complex Health IT information into executive-level insight, validate contractor deliverables against IT priorities, and coordinate across HITU stakeholders. Activities are performed in an analytical and advisory capacity and do not include execution of system changes or operational control.

Primary Responsibilities

  • Analyze Health IT programs, projects, and contract activities impacting the unit.
  • Support requirements analysis for modernization-related IT integrations and enterprise initiatives.
  • Translate stakeholder issues and requirements into technical recommendations and findings.
  • Review and validate contractor deliverables for alignment with IT priorities.
  • Conduct impact analysis for proposed system, policy, or process changes.
  • Support leadership briefings, executive summaries, and data-driven decision support.
  • Coordinate with HITU stakeholders to ensure alignment.
  • Track risks, dependencies, and issues affecting HITU initiatives.

Minimum Qualifications

  • Experience analyzing complex Health IT or enterprise IT systems.
  • Strong understanding of IT workflows and healthcare operations.
  • Ability to translate technical information into executive-level insights.
  • Experience supporting federal IT programs or contracts.
  • Strong stakeholder coordination and documentation skills.
  • Ability to obtain and maintain a DHS/ICE fitness determination (public trust) and execute a DHS Non-Disclosure Agreement.
  • Legal authorization to work in the U.S.

Desired Qualifications

  • Experience supporting DHS, ICE, IHSC, or other federal healthcare IT or EHR modernization (EHRM) programs.
  • Experience reviewing and validating contractor deliverables in a federal environment.
  • Experience preparing executive briefings and decision-support products for senior leadership.
  • Experience with Microsoft 365, SharePoint, Power BI, and related collaboration and reporting tools.
