Health IT Business Analyst II – Requirements & Change Management

 

Aptive is seeking a Health IT Business Analyst to lead the analysis, definition, and management of clinical, program, and data requirements supporting IT modernization and related Health IT system enhancements across the ICE Health Service Corps (IHSC) Health Information Technology Unit (HITU). This role drives requirements, data mapping, and enterprise change management that keep EHR and Health IT enhancements aligned with clinical and operational needs.

 

The Business Analyst leads requirements definition and traceability, defines data mapping strategy in coordination with data engineers, and supports the IHSC Change Control Board through intake, documentation, and tracking of change and enhancement requests. This is a designated Key Personnel position under the contract.

 

The ideal candidate is a senior analyst who can translate approved clinical and program needs into functional and data requirements, manage stakeholder input and downstream impact analysis, and operate effectively in a complex federal healthcare environment. This role supports the Change Control Board without making approval decisions; approval authority remains with the Government.

Primary Responsibilities

  • Lead requirements definition and documentation, including functional and data requirements.
  • Define and lead data mapping strategy, including establishment of data requirements, priorities, and business rules, and coordinate with data engineers for technical implementation.
  • Translate approved clinical and program needs into functional and data requirements to support system enhancements and changes.
  • Coordinate stakeholder input and maintain traceability of requirements and decisions.
  • Support system testing, impact analysis, and change management activities, including identification of risks, dependencies, and downstream impacts of proposed changes.
  • Support the IHSC Change Control Board by managing intake of change and enhancement requests.
  • Maintain visibility and documentation of request status and decisions.

Minimum Qualifications

  • A minimum of at least 8 years of relevant professional experience, including at least 5 years supporting health IT or enterprise IT systems.
  • Demonstrated experience leading requirements gathering and analysis for complex systems and enhancements.
  • Ability to translate operational and program needs into functional requirements and specifications.
  • Demonstrated experience leading data mapping strategy and requirements, including definition of data elements, sources, and business rules.
  • Experience coordinating cross-functional stakeholder input to support change management and system testing.
  • Ability to obtain and maintain a DHS/ICE fitness determination (public trust) and execute a DHS Non-Disclosure Agreement.
  • Legal authorization to work in the U.S.

Desired Qualifications

  • Experience supporting DHS, ICE, IHSC, or other federal healthcare IT or EHR modernization (EHRM) programs.
  • Experience supporting a Change Control Board or formal change/enhancement intake process.
  • Familiarity with requirements management and traceability tools.
  • Familiarity with clinical and operational healthcare workflows and data domains.
  • Experience with Microsoft 365, SharePoint, Power BI, and related collaboration and reporting tools.
