As the Program Manager, Informatics, you will serve as the single contractor point of contact for all activities under the CCPI Data Analytics Support Services contract (TOPR 0039), leading overall contract performance, delivery coordination, and cross-VA stakeholder engagement in direct support of the Department of Veterans Affairs' enterprise data and analytics mission. You will provide technically informed program oversight across all task areas and concurrent pilot programs, applying deep knowledge of health informatics, clinical and operational data environments, and VA enterprise data systems to drive measurable outcomes for Veterans.
The ideal candidate is a seasoned program leader who thrives in complex, matrixed federal healthcare environments and can seamlessly bridge technical informatics expertise with strategic program management to align contractor deliverables with evolving VA priorities and policy requirements.
Serve as the single contractor point of contact for all CCPI contract activities, maintaining proactive communication with Government Contracting Officer Representatives (CORs), VA stakeholders, and program leadership to ensure alignment on scope, schedule, and performance expectations.
Lead overall contract performance and delivery coordination across all task areas, managing iterative sprint planning, backlog prioritization, and resource allocation to ensure timely, high-quality deliverable completion in accordance with PWS requirements.
Facilitate cross-VA stakeholder engagement by building and sustaining collaborative relationships with VHA program offices, enterprise data teams, and interagency partners to advance CCPI analytics initiatives and support concurrent pilot program execution.
Provide technically informed program oversight across enterprise analytics environments and cloud-hosted data platforms, applying knowledge of health informatics, clinical data standards, and VA data systems to guide solution design, quality assurance, and risk mitigation.
Develop and deliver operational reporting, program status updates, and executive-level briefings that communicate contract performance metrics, milestone progress, risks, and mitigation strategies to Government stakeholders in a clear, data-driven manner.
Establish and enforce program governance practices including change management protocols, issue escalation procedures, and compliance with federal IT and data security requirements, ensuring all contractor activities adhere to VA policies and contractual obligations.
15+ years of progressive experience in program management, enterprise analytics, information technology, or federal healthcare environments, with demonstrated success leading large-scale, multi-workstream programs from inception through delivery.
Master's degree in health informatics, public health, information management, a related field, or equivalent discipline required; note that 6 years of additional relevant experience may be substituted for the degree requirement per contract terms.
Prior experience supporting VA, VHA, or a comparable large-scale federal healthcare agency as a contractor or government employee, with demonstrated familiarity with VA enterprise data systems, VHA program offices, and federal health IT governance frameworks.
Ability to obtain and maintain a VA Position of Public Trust (suitability clearance) and comply with VA information security, privacy, and Rules of Behavior requirements prior to accessing VA systems or data.

Demonstrated ability to manage iterative/agile sprint planning and backlog management in a federal program context, with strong executive communication skills and experience producing formal contract deliverables and operational reports for government stakeholders.
• Project Management Professional (PMP) certification or equivalent program management credential is strongly preferred. • Active informatics certification or professional membership through AHIMA (e.g., RHIA, CHDA) or AMIA, reflecting demonstrated commitment to health informatics best practices. • 10+ years of experience specifically planning, managing, and executing programs within large-scale enterprise analytics, cloud-hosted data platforms, or federal healthcare IT environments. • Familiarity with VA-specific data ecosystems such as the VA Lighthouse APIs, Corporate Data Warehouse (CDW), or VA Enterprise Data Warehouse, and experience navigating VHA data governance and compliance frameworks. • Experience leading concurrent pilot programs or innovation initiatives within a federal health agency, including coordination with OIT, program offices, and external stakeholders.
