Job Summary

Future Opportunities, Operational Informatics Pipeline (OIP)

 

Aptive and Artemis Arc are building a pool of qualified candidates for upcoming roles supporting the Department of Veterans Affairs (VA), Veterans Health Administration (VHA) Office of Clinical Informatics (OCI) on the OIP contract. OIP covers two specialty areas. Interoperability includes the Veterans Health Information Exchange (VHIE), the Joint Longitudinal Viewer (JLV), and clinical terminology. Clinical Informatics Solutions includes Electronic Health Record (EHR) issue management, clinical content standardization, informatics patient safety, and informatics workforce programs. As VA releases new call orders under OIP, teams will design, build, test, and deploy informatics Features that change how clinicians use health data and how that data moves across VA and its community partners. You will work within Scaled Agile Framework (SAFe) Agile Release Trains alongside VA Business Owners, clinicians, and technical teams.

Areas of Work:

  • Interoperability and Health Data Exchange. Interoperability architecture, health information exchange, HL7 v2, Fast Healthcare Interoperability Resources (FHIR), and C-CDA interfaces, and support for VHIE and JLV.
  • Clinical Terminology and Standards. Terminology mapping and governance using SNOMED CT, LOINC, and RxNorm.
  • Clinical Informatics and EHR Optimization. Clinical and medical informatics work on EHR workflows, clinical content, templates, order sets, and clinical decision support across VistA/CPRS and the Federal EHR.
  • Patient Safety and Human Factors. Systems safety engineering, usability evaluation, and informatics patient safety monitoring.
  • Data Analytics and Performance Measurement. Measure development, data integration, statistical analysis, and dashboards.
  • Training, Change Management, and Communications. Instructional design, change management, and communications products for clinicians and staff.
  • Program, Project, and Agile Delivery. Program and project management, program analysis, project controls, budget analysis, and Agile coaching.
  • Business and Technical Analysis. Business architecture, requirements analysis, and technical applications and systems analysis.

Minimum Qualifications

  • Bachelor's degree required.
  • Minimum of 3 years of professional experience.
  • Experience in at least one of the Areas of Work listed above.
  • Ability to obtain and maintain a VA background investigation at the level assigned to the position; must reside and work in the United States with U.S. work authorization.
  • Placement in a specific role requires meeting that role's education, experience, and certification requirements. Many OIP roles require a master's degree, a clinical license, or 5 to 10 or more years of specialized experience.

Desired Qualifications

  • Experience supporting VA, the Military Health System, or another federal health care program.
  • Experience with VistA/CPRS, the Federal EHR (Oracle Health), JLV, or VHIE.
  • Clinical license or credential (such as RN, MD, DO, or PharmD), or a degree or certification in health informatics.
  • Experience with HL7 v2, FHIR, C-CDA, or clinical terminologies such as SNOMED CT, LOINC, and RxNorm.
  • Master's degree in informatics, public health, health care administration, or a related field.
  • Experience on SAFe or Scrum teams; SAFe certification.
